Sarah Spencer studied at Nottingham and University College London and has a doctorate from Erasmus University, Rotterdam. She was Director of Liberty, Deputy Chair of the Commission for Racial Equality and Chair of the network of equality and human rights organisations in Britain before joining the team which established the Centre on Migration, Policy and Society (COMPAS) (https://www.compas.ox.ac.uk/ ) at Oxford in 2003. Sarah is currently Director of the Global Exchange on Migration and Diversity, (https://www.compas.ox.ac.uk/engagement/global-exchange ), the knowledge-exchange arm of COMPAS, and a Senior Fellow. Her research interests focus on integration theory and policy, and on irregular migrants in Europe, with a particular interest in the tension between enforcement and inclusive policy responses at national and city level https://www.compas.ox.ac.uk/people/sarah-spencer-cbe/ . As Director of the Global Exchange, Sarah also runs a varied knowledge-exchange programme from city working groups and residential symposia to ad hoc convenings. COMPAS chairs the Board of Directors of IMISCOE, the European network of migration scholars.
