Professor David Phoenix OBE, DL, FREng, FAcSS, DSc, was Vice-Chancellor of London South Bank University (LSBU) and Chief Executive of the LSBU Group until 2025 which, in addition to the University, includes South Bank Colleges, South Bank Academies and South Bank Innovation. In 2025 he became Vice Chancellor at the Open University.

His research interests are focused in two areas. One being molecular engineering with special reference to soft matter modelling and the structure function relationships of amphiphilic molecules with biomedical applications. The second relates to tertiary education systems and the development of vocational education models.

He has been awarded Fellowships by the Royal College of Physicians (Edinburgh), the Academy of Social Sciences, the Royal Academy of Engineering, The Institution of Engineering and Technology, The Royal Society of Chemistry, The Royal Society of Biology, The Institute of Mathematics and Its Applications and the Royal Society of Medicine. He is also an Honorary Research Fellow of the Department of Education, University of Oxford.
