Richard is Honorary Fellow, St Edmund Hall, Oxford and St Catherine’s College, Cambridge.
Between 1965 to 1966, he was Research Fellow at the Institute for Commonwealth Studies, Oxford. In 1966-76, he was Fellow and Tutor in Economics, initially at St Edmund Hall, Oxford, for a year, and then at Worcester College, Oxford, until 1976.
He assisted the government as an Economic Adviser (HM Treasury 1969-71) and Policy Adviser (Prime Minister’s Policy Unit, 1975-76). This followed with work for the Monopolies and Mergers Commission, firstly as a Member (1978-86), and then as Deputy Chairman (1986-89). He was also a Non-Executive Director at the Investment Management Regulatory Organisation (1987-2000), and Member of Financial Services Authority Consumer Panel between 1998-2005.
His interest in education continued in his roles as President at the National Institute of Adult Continuing Education (1994-2001), and as Chairman of Conference of Colleges (2001-2003).
